How to build more beautiful and just cities: preliminary notes on a local experience of urban planning

ABSTRACT
This work seeks to analyze the experience of elaborating the Director Plan for the Implantation of the North Campus of the Votuporanga Educational Foundation University (Unifev), in the city of Votuporanga, SP. This analysis will therefore be executed in the light of the contribution of demography in the construction of theoretical-methodological instruments adequate for the demands of planning and physical-territorial ordination. The analysis will attempt to recreate especially the construction of the urbanistic regulation instrument “Study of Neighborhood Impact” (SNI), foreseen by Federal Law 10.257/01 (City Statute), present in the technical studies of the Director Plan for the North Campus of the Unifev, in addition to being regulated in the city of Votuporanga by Municipal Decree 6.699/03. Its proposal was to evaluate the conditions of urban-environmental impact and sociodemography of the university campus enterprise in the intra-urban space of Votuporanga. Due to the novelty of this powerful instrument for urbanistic regulation and, further, by the incipience of the methodological concepts that, until now, delimit it, this account shows the close approximation of demography with urban planning, as well as the innumerous contributions that the studies of population can offer to urban administrators in the construction and consolidation of forms and administration instruments that guarantee the vitality of more beautiful and just cities.
